It is important that all citizens know and understand the
duties, responsibilities, hazards and sacrifices of their law
enforcement agency. The City of Novi will observe the week of
May 11-17, 2008 as Police Week, and May 15, 2008 as Peace Officers'
Memorial Day...

Proclamation
of Appreciation - Nicklas Lidstrom - November 3, 2007
WHEREAS, the
Lidstrom family have been members of and friends to the Novi
community since 1999; and
WHEREAS, Nicklas Lidstrom has selflessly donated his time and
energy assisting the Novi Youth Hockey Association during their
Annual Game Day activities; and
WHEREAS, he always takes time to interact with the members of the
Novi Youth Hockey Association by signing autographs and taking
pictures with the young and old, never tiring of sharing himself;
and
WHEREAS, Nicklas
takes to the ice to assist the Novi Youth Hockey Association teams
with their practices on his days off; and
WHEREAS, he has donated and signed memorabilia that is used to
help raise funds for the Novi Youth Hockey Association; and,
WHEREAS, Nicklas’ accomplishments on the ice with the Detroit Red
Wings and the Swedish National Team are overshadowed only by the
leadership and class he has added to the Novi community and the many
‘gifts’ he bestows on our youth,
NOW, THEREFORE, I, David B. Landry, Mayor of the City of Novi, on
behalf of the City Council, do hereby present this document in
recognition and appreciation for your contributions to the Novi

Public Works Week - May 20– 26, 2007
WHEREAS, public works services provided in our community are an
integral part of our citizens’ everyday lives; and
WHEREAS, the support of an understanding and informed citizenry
is vital to the efficient operation of public works systems and
programs such as water, sewers, streets and public buildings; and
WHEREAS, the health, safety and comfort of this community greatly
depends on these facilities and services; and
WHEREAS, the quality and effectiveness of these facilities, as
well as their planning, design, and construction, is vitally
dependent upon the efforts and skill of public works officials;
NOW, THEREFORE, be it resolved that I, Mayor David B. Landry,
proclaim National Public Works Week May 20 – 26, 2007 in the City of
Novi. I ask everyone to be aware of the dedication of public works
officials that improve the quality of life for present and future
generations.

Police Week - the week in which May 15 falls &
Peace Officers’ Memorial Day (May 15)
Whereas, The Congress and President
of the United States have designated May 15 as Peace Officers'
Memorial Day, and the week in which May 15 falls as National Police
week; and
Whereas, the members of the law enforcement of the City of Novi
play an essential role in safeguarding the rights and freedoms
of Novi; and
Whereas, it is important that all citizens know and understand
the duties, responsibilities, hazards, and sacrifices of their law
enforcement agency, and that members of our law enforcement agency
recognize their duty to serve the people by safeguarding life and
property, by protecting them against violence and disorder, and by
protecting the innocent against deception and the weak against
oppression; and
Whereas, the 99 men and women of the Novi Police
Department unceasingly provide a vital public service;
Now, therefore, I, David B. Landry, Mayor of the City of Novi, on
behalf of the Novi City Council, call upon all citizens and upon all
patriotic, civic and educational organizations to observe the week
of May 13 - 19, 2007, as Police Week with appropriate ceremonies and
observances in which all of our people may join in commemorating law
enforcement officers, past and present, who, by their faithful and
loyal devotion to their responsibilities, have rendered a dedicated
service to their communities and, in so doing, have established for
themselves an enviable and enduring reputation for preserving the
rights and security of all citizens.
I further call upon all citizens of the City of Novi to
observe Monday, May 15, as Peace Officers' Memorial Day in honor of
those law enforcement officers who, through their courageous deeds,
have made the ultimate sacrifice in service to their community or
have become disabled in the performance of duty, and let us
recognize and pay respect to the survivors of our fallen heroes.
In witness thereof, on this 1st day of May, 2007, I have hereunto

Building
Safety Week · May 6-12, 2007
WHEREAS, through our continuing attention to building safety, we
enjoy the comfort and peace of mind of structures that are safe and
sound; and,
WHEREAS, building safety and fire prevention officials are at
work year round to guide the safe construction of buildings; and,
WHEREAS, the dedicated members of the International Code Council,
including building safety and fire prevention officials, architects,
engineers, and others in the construction industry, develop and
enforce the codes that safeguard Americans in the buildings where we
live, work, play and learn; and,
WHEREAS, the International Codes, the most widely adopted
building safety and fire prevention codes, are used by most U.S.
cities, counties and states; and,
WHEREAS, Building safety codes provide safeguards to protect the
public from natural disasters that can occur all across the country,
such as snowstorms and tornadoes. Building safety codes also work to
minimize other potential building catastrophes; and,
WHEREAS, Building Safety Week provides an opportunity to increase
awareness of the role building safety and fire prevention officials,
local and state building departments, and federal agencies play in
the first line of defense to protect the public; and,
WHEREAS, this year’s theme, "Building Smarter…for Disasters and
Everyday Life," encourages everyone to raise awareness of building
safety, and to take measures to ensure that the places in which we
live, work, play and learn are safe; and,
WHEREAS, this year, as we observe Building Safety Week, I ask
everyone to consider projects to improve building safety at home,
and to recognize local building safety and fire prevention officials
for the important role they play in public safety.
NOW, THEREFORE, I, Mayor David Landry, on behalf of the Novi City
Council, do hereby proclaim May 6-12, 2007 as Building Safety Week
in the City of Novi.

Arbor Day –
April 28, 2007
WHEREAS ,
In 1872, J. Sterling Morton proposed to the
Nebraska Board of Agriculture that a special day be set aside for
the planting of trees. This holiday, called ARBOR DAY, was
first observed with the planting of more than one million trees in
Nebraska; and
WHEREAS ,
Arbor Day has grown to become not only a
national, but a world wide event which is observed throughout the
last week in April; and
WHEREAS , Trees can reduce the
erosion of our precious topsoil by wind and water, clean the air,
produce oxygen and provide habitat for wildlife; they are a
renewable resource giving us paper, wood for our homes, fuel for our
fires and countless other products; and
WHEREAS ,
Trees within the city of Novi increase property
values, enhance the vitality of business areas, and beautify our
community.
NOW, THEREFORE , I, David Landry, Mayor of
the City of Novi, on behalf of the Novi City Council, declare
Saturday, April 28, 2007 as Arbor Day in the City of Novi, and call
upon all community members to take full advantage of this special
occasion by joining in the tree planting and festivities at
Community Sports Park from 10 a.m. to noon. Signed and sealed this

Week - April 15-21, 2007
WHEREAS, our nation's public, academic,
school and specialized libraries transform their communities;
WHEREAS, libraries play a vital role in
supporting the quality of life in their communities;
WHEREAS, librarians are trained
professionals, helping people of all ages and backgrounds find and
interpret the information they need to live, learn and work in the
21st century;
WHEREAS, libraries are part of the American
Dream – places for opportunity, education, self-help and lifelong
learning;
WHEREAS, libraries bring you a world of
knowledge both in person and online;
WHEREAS, libraries are key players in the
national discourse on intellectual freedom, equity of access and
narrowing the "digital divide";
WHEREAS, libraries, librarians, library
workers and supporters across America are celebrating National
Library Week with The Campaign for America’s Libraries.
NOW, THEREFORE, be it resolved that I, David
B. Landry, Mayor of Novi, proclaim National Library Week, April
15-21, 2007. I encourage all residents to visit the library this
week to take advantage of the wonderful library resources available
to all who walk through the library’s doors. Come see why now is the
perfect time to Come Together at Your Library.

Community Development Week April 9-15, 2007
County Executive Declaration
L. Brooks Patterson Hereby issues this special proclamation in
observance of
Oakland County Community Development Week April 9-15, 2007
Whereas, the Community Development Block Grant (CDBG) program has
operated since 1975 to provide governments with the resources
required to meet the needs of persons of low and moderate income,
and CDBG funds are used by thousands of neighborhood based
non-profit organizations throughout the nation to address community
and human service needs; and
Whereas, the Community Development Block Grant program has had a
significant impact on our local economies through job creation and
retention, capital improvement, public services, housing
rehabilitation and improved local tax bases; and
Whereas, Oakland County and other local governments have clearly
demonstrated the capacity to administer and customize the CDBG
program to identify, prioritize and resolve pressing local problems,
such as affordable housing, neighborhood and human service needs,
and infrastructure improvements;
Now, Therefore, I, L. Brooks Patterson, by virtue of the
authority vested in me as Oakland County Executive, do hereby
proclaim the week of April 9, 2007 - April 15, 2007, as Oakland
County Community Development Week and urge all citizens to join us
in recognizing the Community Development Block Grant program and the
importance it serves in our community,

Paralyzed Veterans of America Awareness Week
April 8-14, 2007
Whereas, residing within the boundaries of Novi, many of
our neighbors have served as members of the Armed Forces, and in
doing so honored our community with exemplary dedication; and
Whereas, it is important that we recognize the sacrifices made by
our community’s veterans who are paralyzed.
Therefore, I, David B. Landry, Mayor of the City of Novi hereby
proclaim the week of April 8-14, 2007 as Paralyzed Veterans of
America Awareness Week in the city of Novi. I encourage the citizens
of Novi to honor our paralyzed veterans because they personify the
highest ideals of service to country, sacrifice of self and
perseverance in overcoming adversity. Their stories of hardship and
triumph provide life-affirming lessons for all of us.
I also encourage the people of the City of Novi to observe and
participate in the activities associated with Paralyzed Veterans of
America Awareness Week and reflect upon the sacrifices endured by
our community’s veterans who are paralyzed. There are many local
community service organizations, particularly those serving our
youth that seek involvement in worthy projects, and Paralyzed
Veterans of America Awareness Week meets and surpasses that
standard.

Child Abuse Prevention and Awareness Month Proclamation
Whereas, approximately 9,000 cases of suspected child abuse are
reported annually in Oakland County;
Whereas, current reports reveal that one in every four girls and
one in every six boys in this country will be sexually abused before
their 18th birthday:
Whereas, this reported maltreatment is only a portion of the
overall problem threatening our children, for so many cases go
unreported:
Whereas, abuse and neglect is suffered by children regardless of
age, race or gender in our community:
Whereas, the devastating consequences of physical and emotional
abuse of our children effects the community as a whole and finding
solutions need to be attended to by the community as a whole:
Whereas, the state of Michigan has mandatory reporting by
professionals working with children of any suspected abuse and
neglect incidences - a major step - but more is needed in the
community:
Whereas, technology has brought with it a new and dangerous form
of child endangerment, the online predator, and parents must be
conscientious and monitor their child’s computer use:
Whereas, effective abuse and neglect prevention programs succeed
because of the involvement and partnerships created among schools,
social service agencies, religious and civic organizations, the
business community and law enforcement agencies:
Whereas, the Child Abuse and Neglect Council of Oakland County is
a prominent advocate for the safety and protection of all children
as a leading resource in the prevention of abuse through
intervention, treatment and research, and education in collaboration
with other community agencies and organizations.
Children deserve to grow and thrive in an environment that
nurtures and keeps them safe. Therefore, I, David B. Landry, Mayor
of the City of Novi, do hereby proclaim April as National Child
Abuse Prevention and Awareness Month in Novi. I call upon all
citizens, community agencies, organizations and businesses to
increase their participation in our efforts to prevent the abuse of
our children, thereby strengthening and protecting the community in
which we live.
